Prime Minister. The Prime Minister is the head of the government. He represents it and speaks in its name. He is responsible for implementing the general policy drafted by the Cabinet. The Prime Minister shall exercise the following powers: 1. Heads the Council of Ministers. 2. Holds parliamentary consultations to form the Cabinet and co-sign with the President the its formation decree. The Cabinet shall submit its Ministerial Declaration to the Chamber of Deputies for a vote of confidence within 30 days of its formation. The Cabinet may not exercise its powers before gaining the confidence, after its resignation, or when it is considered resigned, except within the narrow sense of caretaking. 3. Presents the government's general policy to the Chamber of Deputies. 4. Signs all decrees, except those designating the Prime Minister, accepting the Cabinet’s resignation or considering it resigned. 5. Signs the decree calling for an extraordinary session and decrees issuing laws and requesting their revision. 6. Summons the Cabinet to meet, drafts its agenda, familiarizes the President of the Republic in advance with the issues included in the agenda and with the urgent issues to be discussed, and signs the original session minutes. 7. Follows up the activities of the public administrations and institutions; coordinates between the ministers, and issues general instructions to ensure the smooth progress of work. 8. Holds working sessions with the State agencies concerned in the presence of the competent minister. 9. By law, acts as the deputy chairman of the Supreme Defense Council.

Prime Minister. Well, I have never suggested providing any kind of guarantee to either India or to other countries. As I said, perhaps I have never used that word, either 'guarantee' or some kind of umbrella or shelter. I have never said it. But it is true that I have suggested that it is for the nuclear powers to consider how they can obviate the menace of nuclear weapons. I have not yet made up my mind, but I do want to take into confidence some of the friendly coun- tries who feel strongly against the use of nuclear weapons. Question : Have you got any response from these big powers? Question : option has been given to the nu- clear powers, as you have said yourself. it is for them to consider. If they consider that a nuclear umbrella or nuclear shield is the best guarantee or the best way out, would you object to that? Prime Minister: Why put that hypothetical question ? Let them first meet and discuss among themselves. Question : There seems to be an ambiguity. The Durgapur resolution merely said that nu- clear power will be used for peaceful purposes. it did not say definitely that India would not make the bomb. You are also reported to have said something like that. Does it me-an that in the future this policy would be revised and that we may go in for the bomb ? Prime Minister: When I say for the present, this present is a very long period. It is not going to be a short one. I merely referred to what I said in the Lok Sabha but I cannot say, anything as to what might happen in the dis- tant future. So long as we are here, our policy is clear that we do not want that atom bomb should be manufactured in India.
Prime Minister. On Thursday 2 June, Prime Minister ▇▇▇▇▇ ▇▇▇▇▇▇▇▇▇ and ▇▇▇▇▇ ▇▇▇▇▇▇, Secretary-General of the Organisation for Economic Cooperation and Development (OECD), signed the Agreement on Accession of Latvia to the OECD in Paris. Upon ratification of the agreement at the Saeima of the Republic of Latvia, Latvia will officially become the 35th member state of the organization.
Prime Minister. In fact this is a menace which concerns the whole world and all the non- nuclear powers, and, therefore, this matter has to be considered, if it is to be considered at all, in a much wider context, in the context of the world and all the non-nuclear countries.
