Priming Coat. The priming coat of the approved shade shall be applied over the completely dry surface in the manner as recommended by the paint manufacturer. The emulsion paint, in the priming coat may be thinned down with 20% or as recommended by the paint manufacturers. Turpentine or any other solvent shall not be used for thinning the paint.
