Principles of Single Panel Arbitration. (a) Arbitrators shall decide up to fifteen (15) grievances each day. The cases shall be heard on an expedited basis after the parties have exchanged their written briefs. Oral evidence may be called only where the arbitrator deems necessary and only with leave of the arbitrator. (b) The decisions are precedent setting and shall be accompanied by reasons on any non-factual issues. (c) The parties may use the services of counsel.
