Prior Approval Requirements. Unless otherwise stated in the award notice, institutions of higher education and non-profit organizations must obtain NSF prior written approval as specified in the Research Terms and Conditions Appendix A Prior Approval Matrix. State and local governments and for-profit organizations must obtain NSF prior written approval as specified in the NSF Prior Approval Matrix for State and Local Governments and For-Profit Organizations. As a service to awardees, the most commonly requested prior approvals are listed below. a. NSF prior written approval is required for: 1.
