Procedures for Interpretations and Revisions. The lntermodal Operations Committee of the Business Services Division, Association of American Railroads, shall have authority to interpret these rules, and to make recommendations for changes or revisions thereto to the Safety and Operation Management Committee (SOMC) acting as the Operating - Transportation General Committee, Business Services Division, Association of American Railroads. Upon approval by SOMC, such changes or revisions to these rules will be submitted to the Subscribers for vote by letter ballot (one vote for each trailer or container bearing railroad reporting marks which is owned, leased or controlled by Subscribers, with an affirmative majority vote of all Subscribers necessary for approval).
