Productivity and Contracting. The parties recognize the Employer’s obligation to the public to acquire, utilize, maintain and preserve at a reasonable cost the vehicles used for transporting students and others. According, nothing in this Agreement shall limit the right of the Employer to use such equipment, techniques and procedures or to contract or sub-contract work as the Employer may determine to be in the best interest of the public, provided, however, that the Employer shall not exercise such right for the purpose of undermining the Union or discriminating against any of its members.
