(1) The solicitation of additional professional services to meet the DBE requirement may become necessary during the execution of the Project for a variety of reasons such as:
Professional Services Procurement a . General Professional services firms are chosen on a Qualification Based Selection process. The general steps followed are outlined below. The process is more subjective than construction subcontracting which relies on prequalified firms. The criteria outlined in Section 6.d (1) must be evaluated and matched to the needs of the project and how all commitments are fulfilled. DBE professional service firms will have their certification verified. All firms will be required to meet the Department’s criteria for performing professional services in their respective discipline. When soliciting for multiple or general activities and services, the Procurement Manager shall send general solicitations to potential bidders. The Procurement Department in collaboration with the DPJV DBE Liaison will provide information regarding the number of certified DBEs that shall be solicited for their interest in bidding on all scopes of work subcontracted by DPJV. In addition to providing access the specific work related plans and specifications, and contract terms and conditions, whether by providing this information at a specific location, sent directly to the subcontractor or through a web sharing site, the following is an example of information which shall be included in the general solicitation: • Project Description • RFP or CSJ No • Scope of Work (or Schedule of Values) • Proposal Due date, time and delivery format • DPJV Contact information (for questions, comments, proposal submittal and additional information) • If applicable, the latest P6 schedule showing the specific activities solicited. If no specific activity for the proposed work is shown on the P6 schedule, DPJV Procurement Manager will provide start and completion dates. The proposals submitted must be responsive to the solicitation in order to be considered in the evaluation of proposals. b . Proposal Phase Solicitations DBE firms that were identified as meeting the requirements of Section 6.d below as well as being available as exclusive partners during the proposal phase were engaged by teaming agreements and participated in the proposal process. Professional Services Procurement. As the Developer contracts for the performance of professional services, it shall conform with the requirements of Chapter 2254 of the Texas Government Code. The Developer has selected its existing consultants on the basis of demonstrated competence and qualifications to perform the contemplated services in substantial conformance with the requirements of Chapter 2254 and, in the selection of any additional professional consultants, the Developer will in accordance with the requirements of Chapter 2254 and applicable City procurement policies and processes and with the assistance of appropriate City departments select the providers of the contemplated services on the basis of demonstrated competence and qualifications, including, without limitation, relevant experience on similar types of projects as well as related fees, costs and expenses in the second phase of the procurement process to provide the best overall value to the Project taking into account all relevant considerations.
