Prohibition Against Supplanting. A. The Contractor must not commingle Federal Part C of IDEA funds with other funds. B. The Contractor must use Federal Part C of IDEA funds to supplement the level of State and local funds expended for eligible infants and toddlers with disabilities and their families, and in no case to supplant those State and local funds.
