Project contract. (a) Upon approval of the project by the Secretary, execution of the xxxxxx- ative agreement, and receipt of an ac- ceptable bid, the State shall carry out and execute the project through a project contract, or, if the work is to be done in phases, a series of project contracts, entered into by the State and its contractors or suppliers for the construction, installation, services or work to be performed.
