PUBLIC AUTHORITY RIGHTS. a. Unless otherwise specified in this Memorandum of Understanding, the Public Authority retains the exclusive right to determine the merits, necessity or organization of any service or activity and to determine the methods, means and personnel by which its operations are to be conducted; to determine its mission, and that of any constituent subsections, committees, and other related work groups, to add or delete names from the registry (in accordance with Section b. below) and to make all necessary actions to carry out its mission in emergencies.
