Purpose of the service. 1.1 Employer’s objectives The Employer’s objective in entering into a framework agreement over a five-year term, on an as and when instructed basis, is to secure the services on a full-time basis of a suitably qualified specialist project / contract manager to serve the Employer’s needs and requirements in the construction of new infrastructure on its Thohoyandou Campus. A written instruction will be given to the appointed Consultant as and when their services is required. The panel shall be managed in terms of fairness and equitability when assigning projects/tasks, as such allocation of work shall be distributed based on quality of performance to date. 1.2
