PURPOSE OF THE SINGLE OUTCOME AGREEMENT. 2.1 The Concordat developed and agreed jointly by XXXXX and the Scottish Government is regarded as a statement of joint intent, built on joint accountability. It sets out a new working relationship between the Scottish Government and local government, based on mutual respect and partnership. In addition, it underpins the funding due to be provided to local government over the three years, 2008/09 to 2010/11.
