Qualification of Contractors. 2.1 Only contractors who can furnish at least three references of prior building contracts will be allowed to build in the Estate. 2.2 An owner builder who qualifies under 2.1 will be allowed to construct his own home. 2.3 Contractors are at all times responsible for their sub-contractors and employees while on the Estate.
