Qualification waivers. Before a vacancy in the Department is advertised, the Human Resources Division shall contact the appropriate manager to determine if he or she will consider downgraded employees who are not currently qualified for the position but can become so with training and/or on-the-job experience. If the manager agrees, the Human Resources Director shall provide a list of such employees for his consideration. Employees must, however, meet the basic educational requirements for this position.
