Qualifications for Transfer. (a) An employee must fully meet the minimum qualifications for the position to which transferred. (b) Length of County service (seniority) shall be considered when qualified candidates are otherwise deemed reasonably equal, except as provided under Article 8, Seniority, of this Agreement.
