Recommendations to Members. 1. The Commission may take recommendations for action by Members on any matter pertaining to the functions described in Article Ill of the Agreement. 2. The Secretary shall receive on behalf of the Commission the replies of the Members in respect of such recommendations and shall prepare a summary and an analysis of such communications for presentation at the next session.
