Franchisee’s collection and processing methods and the facility used shall, at all times, absent extenuating circumstances as determined by County, comply with the Integrated Waste Management Act and the SRRE, to the extent the SRRE has been implemented by County. Franchisee shall give notice to County at least thirty (30) days prior to any proposed change in processing. County shall at all times have the right to determine the suitability and cost-effectiveness of the diversion process.
