Regional District. The term ‘regional district’ means a subdivision of a State government, or a subdivision of multiple State governments, that is authorized to acquire, construct, operate, and maintain projects for the purpose of flood damage reduction.’’. (b) INVENTORY AND INSPECTION OF LEVEES.—Section 9004 of the Water Resources Development Act of 2007 (33 U.S.C. 3303) is amended— (1) in subsection (a)— (A) in paragraph (1) by striking ‘‘one year after the date of enactment of this Act’’ and inserting ‘‘1 year after the date of enactment of the Water Resources Development Act of 2016’’; (B) in paragraph (2)(A) by striking ‘‘States, Indian tribes, Federal agencies, and other entities’’ and inserting ‘‘States, regional districts, Indian tribes, Federal agencies, and other entities’’; and (C) in paragraph (3)— (i) in the heading for subparagraph (A) by striking ‘‘FEDERAL, STATE, AND LOCAL’’ and inserting ‘‘FEDERAL, STATE, REGIONAL, TRIBAL, AND LOCAL’’; and (ii) in subparagraph (A) by striking ‘‘Federal, State, and local’’ and inserting ‘‘Federal, State, regional, tribal, and local’’; and (2) in subsection (c)— (A) in paragraph (4)— (i) in the paragraph heading by striking ‘‘STATE AND TRIBAL’’ and inserting ‘‘STATE, REGIONAL, AND TRIBAL’’; and (ii) by striking ‘‘State or Indian tribe’’ each place it appears and inserting ‘‘State, regional district, or Indian tribe’’; and
