RELEVANT PROJECT EXPERIENCE. As DRGR team lead and a member of the DRSI policy and external training teams, Tyler led, or participated in, developing and implementing national CDBG-DR requirements, including requirements for grants awarded under Public Law 113-2 (CDBG-NDR) and Public Law P.L. 115-123 (CA Wildfires and Mitigation). NDR grant for the Community Watershed and Resilience program, and multiple grants announced or awarded in response to recent wildfires, including the state’s mitigation grant. DRSI staff manage CDBG-DR Grants from HUD HQ in Washington, DC and in field offices throughout the country.
RELEVANT PROJECT EXPERIENCE. Elk Valley Road Multimodal Corridor Plan, Del Norte County. Lead Environmental Coordinator; This project prepared a multimodal corridor plan for a 4.5 mile stretch of Elk Valley Road in Del Norte County, near Crescent City. The purpose of the project was to document proposed improvements to safety and enhance non-motorized travel along the corridor. Six different alternatives and cost estimates were developed, presented to the public for feedback and then finalized into the Corridor Plan. The Corridor Plan will allow the County and Del Norte Local Transportation Commission to begin the process of funding future project identified in the Corridor Plan. 5th Street Bridge Replacement, Yuba City, CA (Lead Environmental Planner): Managed environmental process. Coordinated with the Client, Caltrans, and other regulatory agencies. Prepared the following environmental documents as either the lead or co-author: Joint CEQA/NEPA IS/EA environmental document, Preliminary Environmental Study, Community Impact Assessment, Section 4(f) Evaluation, and Historic Property Survey Report.
RELEVANT PROJECT EXPERIENCE. State of California CDBG-DR Pre-Award Disaster Recovery Support Client: State of California Department of Housing and Community Development Description: The State of California was awarded $212 million in HUD CDBG-DR funds in response to wildfires, mudslides, and debris flows that occurred in October and December 2017. Immediately following the funding announcement, the State brought on GCR to provide full-scale pre-award support. Specific efforts have included the development of the Financial Certifications package and Implementation Plan, drafting administrative policies and procedures relative to key internal controls, and providing technical assistance on best practices for standing up a new disaster recovery unit within the department. RELEVANT PROJECT EXPERIENCE. Our proposed team members have the following specific experience that is relevant to the County’s various proposed design and construction projects:  Extensive experience of completing the design of base liners and cover systems including numerous projects located in the Central Valley. Golder also designed two Class III module phases at the YCCL (WMU 6, Module D, Phases 2 and 2). Golder’s project team has successfully designed more than 50 individual base liner construction projects completed in the Central Valley in the past 25 years.  CQA for base liners and covers including numerous projects. Golder has also provided CQA services for two phases of the Class III landfill and the partial final closure cover for Module 2 at the YCCL. Golder’s project team has provided CQA services for more than 50 individual base liner construction projects completed in the Central Valley in the past 25 years.  Design and CQA of groundwater controls including extraction xxxxx and dewatering trenches for the Hay Road Landfill located within the Central Valley. The Hay Road Landfill is located in similar hydrogeological conditions as the YCCL and has similar groundwater separation challenges.  Design and CQA for low-permeability slurry walls, including one completed as a Title 27 containment feature for a mine waste unit in the Central Valley.  Design and CQA for levee/perimeter berm slope remediation for damage for the Hay Road Landfill located within the Central Valley.
