RESPONSIBILITIES FOR COOPERATIVE AGREEMENT ADMINISTRATION. 1. Accountability of the Grantee The Awardee has full fiscal and programmatic responsibility for managing all aspects of the Cooperative Agreement and agreement-supported activities, subject to the oversight of CNCS. The Awardee is accountable to CNCS for its operation of the Social Innovation Fund program and the use of CNCS funds. The Awardee must expend Cooperative Agreement funds in a judicious and reasonable manner, and it must record accurately the activities performed and outcomes achieved under the grant. Although Awardees are encouraged to seek the advice and opinion of CNCS on special problems that may arise, such advice does not diminish the Awardee’s responsibility for making sound judgments and does not mean that the responsibility for operational decisions has shifted to CNCS.
