Responsibilities of Kent. 4.1 Kent shall use its reasonable endeavours to manage the delivery of the Programme through the specification of the Proposed Schemes, commissioning of Works, procurement of contracts, completion of funding agreements, administration of the Programme Investment Fund and the annual review of the Programme.
