Right to Exclusive Representation. Any teacher in an appropriate unit may participate by secret ballot in naming an exclusive representative for the purpose of negotiating the terms and conditions of employment and a grievance procedure for such teachers as provided in the P.E.L.R.A. of 1971, as amended.
