Rule 3 - Credentials. 1. The Representative or any Alternative Representative of a Party shall, before exercising the voting rights of the Party, have been granted powers by, or on behalf of, a proper authority, such as the Head of State, the Head of Government or the Minister of Foreign Affairs or the head of an executive body of any regional economic organization or as mentioned in footnote 1 above enabling them to represent the Party at the meeting and to vote.
