Rules on procurement. (1) Assistance under all IPA components shall be managed in accordance with the rules for External Aid contained in the Financial Regulation. This shall not apply to assistance imple- mented under the transitional arrangements of Article 99 IPA Implementing Regulation regarding the Cross-Border Co-ope- ration Component to that part of the programme that is imple- mented on Member States territory, unless otherwise decided by the participating Member State.
