Scope of Work and Budget. If Progress Reports are not received per Attachment 1, the GRANTOR may invoke the Disputes Clause, Exhibit C, Paragraph 7. When Progress Report is received, payment will not be withheld. If Disputes Clause is not invoked by GRANTOR, timely payment will be made to Recipient.
