Section 1 – Management Rights. The Town shall retain the right to issue through the Chief of Police rules and regulations governing the internal conduct of the police department as long as said rules and regulations do not conflict with the terms and conditions of this Agreement and provided that any changes in the department’s rules and regulations from the date of the execution of this Agreement shall be in accordance with the Town Charter.
