Selection of Registrars. This Part IV to Specification 12 specifies the criteria for Registry Operator’s selection of ICANN-‐Accredited Registrars ("Registrars") wishing to enter into a Registry-‐Registrar Agreement to register domain names in the TLD. The Registry Operator has not established a minimum or maximum number of Registrars that will be selected for the TLD. The Registry Operator will accept applications from any Registrar and will enter into agreements with Registrars only after review of applications in the form it specifies and makes public from time to time. The Registry Operator will select from among Registrars in a manner that is based on and promotes the following characteristics in the group of authorized Registrars:
