A nurse at the Department of Public Health shall have no access to seniority for purposes of shift assignment for the first six (6) months of a voluntary new assignment to any unit. For purposes of this section, a new assignment does not begin until specialty training has been completed. A nurse shall have immediate access to seniority in cases of involuntary reassignment to any unit. Seniority shall be exercised only against vacancies when bidding for shift preference.
