SOAP Participation. 1. Must designate their SOAP status in the R3 system before the Quota Change Deadline; a. Programs failing to designate their participation in SOAP will be set to “No” in the R3 system and will not be eligible to participate in SOAP. b. Programs with the SOAP status designated as “No” cannot extend offers to applicants until SOAP concludes. 2. Must have unfilled positions remaining after the matching algorithm has been processed; 3. Agree to only consider SOAP-eligible applicants for unfilled positions until the conclusion of SOAP; and 4. Agree to offer unfilled positions only through the R3 system until the conclusion of SOAP. At a time published on the NRMP website, eligible unfilled programs may: 1. Review applications from SOAP-eligible applicants through ERAS®; 2. Contact applicants of interest, interview applicants, and request additional information from applicants only after an application has been received; and 3. Express applicant preferences (i.e., make an offer) through a certified preference list only through the R3 system. a. Preference lists must be submitted and/or updated before the deadline(s) as outlined on the published SOAP schedule. At all times during SOAP, programs must provide accurate, complete, and timely information as outlined in this Agreement. Until SOAP concludes, unfilled positions in all Match-participating programs shall be filled only through SOAP. Neither filled nor unfilled programs shall create positions for partially matched applicants until SOAP concludes.
