Special Assessments for Capitol Improvements. In addition to the annual assessment authorized above, the Association may levy in any assessment year, a special assessment or assessments applicable to that fiscal year only for the purpose of defraying, in whole or in part, the cost of any construction, reconstruction, repair or replacement of the Roadways, including the cost of financing such activities, provided that any such special assessment shall have the consent of the Voting Members of the Association as provided in the By-Laws of the Association.
