Special Leave Advance. The City, at its discretion, may grant, in advance, special leave credits to a maximum of five (5) days to an employee who has insufficient credits to cover the period of special leave requested. Advance credits shall be recovered from the special leave credits which are subsequently earned by the employee; or may be recovered by other means.
