STEP 4. Binding Arbitration Level. If the grievance is not resolved in STEP 3 within the specified time, and the Union believes the grievance to be valid, the grievance may be submitted within fifteen (15) working days to final and binding arbitration by an arbitrator mutually agreed upon by the parties. In the event the parties cannot mutually agree on selection of an arbitrator, the parties shall select an arbitrator by alternative striking from a list of seven (7) arbitrators furnished by the Public Employee Relations Commission (PERC).
