Step II - Commencement of Formal Steps. If the complaint is not resolved at Step I, or if it is filed directly at Step II, it shall be set forth in writing on the standard form prescribed in Appendix C (or other mutually-acceptable grievance form) and signed by the grievor and authorized Union officer (or designate). It shall set forth the details of the grievance, a statement of the matters in dispute, the provision(s) or interpretation(s) of the Agreement that has (have) allegedly been violated and the remedy sought. The grievance shall be submitted to the grievor's Chair or equivalent, with a copy to the Department of Human Resources, within fifteen (15) working days of the expiry of the Step I time limits, or, if Step I was by-passed, within twenty-five (25) working days of the incident or original circumstances giving rise to the complaint, or within twenty-five (25) working days after the grievor ought reasonably to have known of the incident or original circumstances. The Chair or equivalent (or authorized designate) shall convene a meeting to discuss and attempt to resolve the grievance within five (5) working days of receipt of the grievance, and shall reply in writing within five (5) working days of the meeting.
