SWBT may streamline procedures for the issuance of amended licenses with respect to proposed additions, relocations, replacements, or modifications of Applicant’s facilities when it appears to SWBT that the proposed additions, relocations, replacements, or modifications will not require make- ready work by SWBT, will not interfere with SWBT’s use of its poles, conduit systems, or facilities attached or connected thereto or contained therein, and will not interfere with the use of existing facilities attached or connected thereto or contained therein by joint users.
