Submission of Bids. 21 SEALING AND MARKING OF BIDS 21.1 The bidder shall seal the bid document in an envelope. 21.2 The envelope shall be: (a) Addressed to the Employer at the address provided in the Appendix to Form of Bid. (b) Bear the name and identification number of the contract. In addition to the identification required in sub-Clause 21.2, the inner envelopes shall indicate the name and address of the bidder to enable the bid to be returned unopened in case it is declared “late” pursuant to Clause 23.1, and for matching purposes under Clause 24. 21.3 If the envelope is not sealed and marked as instructed above, the Employer will assume no responsibility for the misplacement or premature opening of the bid. If the envelope discloses the bidder's identity the Employer will not guarantee the anonymity of the bid submission, but this shall not constitute grounds for rejection of the bid.
