Price Bid. (a) Prices are to be quoted in the attached Price Bid format (password protected) through e-mail.
(b) The price should be quoted for the accounting unit indicated in the tender document.

Price Bid. 1. Value of Work displayed on (n)Procure is with GST@18%. Price Bid shall be submitted online only in through (n)Procure portal (xxx.xxxxxxxx.xxx).
2. GST shall be paid at actual as per prevailing rates as declared by Central Government on submission of documentary evidence.
3. Bidder shall have to quote the rates in the form of percentage (%) i.e. AT the estimated Contract value OR
4. The quantities shown in the Section – E: Schedule of Quantities and Price are approximate for the Contract Period and may vary as per job requirement.
5. The Bidder shall fill the Bid documents with utmost care in consonance with the instructions contained in the Bid documents.
Price Bid. Online fill in the quotes in the price bid form. Price Bids have to be submitted online. Bidders should NOT mention any price anywhere else in the bidding forms.
Price Bid i. Through this tender, BPCL seeks to surface the lowest price supplier. Hence, price bid e valuation will be done on overall lowest Quote basis offer by adding all schedules of the price bid, taking into account the basic quoted price and GST.
ii. In price bid, unit basic rates for all items are published by BPCL. The bidder can quote either an overall increase or a discount (in percentage) on the published rates and this increase/discount will be applicable to all the items uniformly for the Price Bid. Bidder shall be allowed to quote the percentage up to a maximum of 2 decimal places. For example if a vendor desires to quote an increase on the published rate, he shall enter a positive number (Say 5) and if vendor desires to provide a discount on the published rate, he should enter a negative number (i.e. -5). Bidders quoting decrease in % more than - 100% will be evaluated considering decrease as -100% only. The bidder has to quote the same discount/escalation %age in all the price bid forms. In case the bidder quotes different %age in different price bid forms, the highest %age discount quoted in any of the forms (thus resulting in the overall lowest job value for the bidder) shall be considered for all the forms and the price bid shall be evaluated accordingly. Input tax credit (if applicable for the tender) will be considered by BPCL in the evaluation and in such case, the award of work will be on net cash outflow basis considering ITC. The order shall be placed on the lowest successful bidder for the complete job.
Price Bid. (a) Pre-qualification and Techno-commercial Bid without price:
1. Qualification and experience of site in charge.
2. Schedule of deviation (Annexure-D) Technical as well as commercial, if any.
3. Qualification & experience of Supervisors/Engineers. The following supporting documents shall also be submitted along with EMD & Tender Fee in physical form:
1. The tender documents dully signed in all pages without price bid Along with techno-commercial deviations, if any.
2. Proof of experience meeting the minimum eligibility criteria
3. Performance certificate issued by clients.
4. Copy of the Experience Certificate and Work Orders.
5. Details of present work order (if any)
Price Bid. 1. Price Bid shall be submitted online only in soft form, Consisting of the price schedule, through the website xxxxx://xxxxxxx.xxxxx.xxx/web only on or before dated 12/08/2024 up by 17.00 hrs in the prescribed forms Section-V, PRICE BID/SCHDULE (“PRICE BID”) only, provided at the end of these bidding documents, without exception. Rates quoted will be exclusive of GST.

4. The e-Reverse Auction shall be conducted, at the sole discretion of GIPCL. Further, e- Reverse Auction shall be conducted immediately / on the same day after opening the Price Bid. The Schedule for the same will be intimated later on to eligible bidders.
5. For conducting e-Reverse Auction, Lowest Three (3) eligible Bidders or 50% out of total eligible Bidders (rounded to the next higher whole number), whichever is higher, shall be invited for participation in e-Reverse Auction.
6. Original L1 price (including GST) will be declared through (n)Procure’s e-Auction Portal: xxxxx://x-xxxxxxx.xxxxxxxx.xxx to start e-Reverse auction process and final received lowest auction price in the value by e-Reverse auction process will be the final L1 price.
7. Minimum decremental value for the e-Reverse auction will be set by GIPCL prior to start of e-Reverse auction and this will be applicable during each reverse Bid hit.
8. Evaluation of tender will be done on gross total quoted amount with GST.
9. Duration for the e-Reverse auction will be 30 Minutes with extension of 15 Minutes at every single reverse bid received during the last 05 minutes, till there is no further reverse bid entry (hit) by the participating Bidders.
10. After e-Reverse Auction process, the original % rate quoted by the final L1 bidder on SoR of individual items/packages shall be reduced proportionately based on total % reduction from their original quoted price after e-reverse auction, keeping GST % rate same as originally quoted by final L1 bidder.
11. The quantities shown in the Section – E: Schedule of Quantities and Price are approximate for the Contract Period and may vary as per job requirement.
12. The Bidder shall fill the Bid documents with utmost care in consonance with the instructions contained in the Bid documents.
Price Bid. The Price Bids of bidders, who qualify at Technical Bid Stage, will be opened thereafter. Validity of Tender: The validity of the Bid tender Document shall be for 180 days (Six Months) and after the acceptance and issue of Notification of award/conclusion of Rate Contract in the Format given at Annexure-XI, the rates shall be valid for initial Two year extendable further Six Months on mutual agreement based on satisfactory performance basis after completion of initial Two year period. EMD (Refundable after expiry of the tender on e-procurement solutions):- AS PER SCHEDULE ON E-PROCUREMENT PORTAL against this Tender Notice: No interest shall be payable by the purchaser on the Xxxxxxx Money Deposit. Exemption: Firm registered with NSIC/MSME (for sale of requested Items) are exempted from submission of EMD (subject to the financial limits indicated in the NSIC/MSME certificate). Govt. of India/State Government departments/Undertakings are also exempted from EMD. However, the respective firm/departments have to submit the relevant certificates (like NSIC/MSME etc.) to avail this exemption. Price Preference Policy and Exemption for submission of various eligibility Criteria documents to the Bidders Registered under Make in India Initiative:-. The Bidder Companies, those have registered under Make in India initiative and producing their products under “Make in India Policy of GOI” shall be given Price Preference as per Govt. of India applicable Rules and Guidelines on submission of relevant certificate (i.e. Make In India Certification) for availing the Price Preference and Exemption for submission of exempted documents against this bid along with their Pre-Qualification Bid Documents. If the no bidder will upload/submit the requested “Make in India” Certificate along with their Bid, it will be treated as open tender bid and no preference shall be given to such Bidders on producing “Make in India” Certification in later bid stage. It is expected that, all the participating Bidders companies have understanding and prior knowledge about the “Make in India” Initiative and Price Preference Policy of Govt. of India.
