Supplier Development and Localisation. The contractor shall comply with the SD&L matrix that has been signed at the beginning of the contract. The contractor has committed in subcontracting thirty percent of the work to designated companies that have already been submitted to Eskom during the tender stage. The contractor has also committed in training developing skills during the contract period and such skills and the number are clarity stated in the SD&L matrix which is part of the contract. The contractor shall submit quarterly reports on the progress of SD&L commitments. Failure to meet SD&L matrix commitments will result in the implementation of the 2.5 percent penalty on the invoice; this shall be applicable based on progress report to Eskom.

Supplier Development and Localisation. Eskom Holdings SOC Limited (“Eskom”), as a State Owned Company, is required to drive and implement government’s socio-economic initiatives Eskom’s Supplier Development and Localisation (SD&L) Programme, which is an essential component of its overall Transformation Programme, has as its primary objective the achievement of maximum and sustainable local development impact through leveraging Eskom’s procurement spend in a manner that allows flexibility within the business in order to accommodate Government local development initiatives and policies The SD&L programme seeks to maximise the following transformation objectives: i) B-BBEE: The focal point of Eskom’s B-BBEE Strategy is the sustainable development and empowerment of local black businesses, while continuing to uphold Eskom’s core values. During the exemption phase, Eskom’s stated policy was to give preference to level 1-4 B-BBEE contributors. ii) Local Content: Means the target committed by contractors as a percentage of the contract value that will be spent in South Africa. The total local content amount is calculated by adding rand value amounts as reported by suppliers in their quarterly report submissions. iii) Industrialisation: Means any investment made by the supplier that results in building new and/or enhancing local capacity as well as increasing the export, thus enhancing industrialisation. The objective is to maximise Eskom and supplier spend to xxxxxx the establishment of new plants, expanding of existing plant and purchasing of machinery/equipment for local development. iv) Skills Development: Eskom seeks to influence the development of skills through procurement spend, in order to contribute to the reduction of scarce skills and to build the country’s capacity to compete globally.

It is however, part of Eskom’s contribution towards the Government’s job-creation initiatives as contained in the New Growth Path (NGP) and the National Development Plan (NDP). Eskom has made a number of empowerment commitments to the local communities surrounding the areas where construction activities are conducted, amongst these are commitments to be considered for local empowerment possibilities in its procurement strategy. In doing this Eskom is seeking to ensure that the local communities benefit from its procurement spend, through wealth generation and capacity development, and that this benefit is spread as widely as possible throughout the community. All semi-skilled and non-skilled employees required for this project shall be sourced from rural or underdeveloped areas or townships and to give priority to designated groups. The employer will make the local to site employment database available to the contractor for recruitment of non- skilled and semi-skilled employees.
