Taxing the informal economy. The informal economyis a significant portion of the economy in SEE countries, often accounting for up to 30% of the GDP. This one-off course aims to provide a deeper understanding of the informal economy, and how governments can address it, and increase public revenues in that way. The workshop will cover topics such as the definition of the informal economy, its size, causes and consequences, and the policy options available to governments for dealing with it. A key focus of the workshop will be the distinction between the informal economy which is driven by individuals and businesses who earn a significant amount but evade taxes and the informal economy which is driven by those who earn too little to meet the thresholds for income or VAT taxes. Some of the additional questions that will be tackled are the taxation of online workers and e-commerce, as well as the gender aspects of the informal economy. The activity will be delivered by experts from beneficiary countries. If there is an interest in the topic, the activity might be transformed into an annual course.
