Such consideration shall primarily consider criteria other than cost. These non-price criteria include, but are not limited to: The extent of mutual interest and benefit. The advantages and effectiveness of mutual participation. Joint expertise. Past performance. Technical approach Factors relevant to cost such as volunteer participation, contribution from other parties, cost sharing, etc. Ability to utilize, educate and/or train a local workforce. Benefits to the local community Ability to complete work in a timely manner. Experience in performing similar work. Ability to conduct work in an environmentally sound manner.
