Technically Acceptable (Pass/Fail. Offerors must demonstrate a thorough knowledge and understanding of the requirements set forth in section C.2-C.3 of the RFQ and present a sound approach to meeting the requirements. Each offeror will submit a document, not to exceed 15 pages, which will outline its understanding of the technical requirements, as well as its approach to meeting those requirements. The Technically acceptable Factor shall be single-spaced, Times New Roman font (or comparable), no smaller than 11 point type-size, no less than 1 inch margins, that (if printed on one side) would fit on 8 ½ x 11 inch paper. Regarding page limitations, this does NOT include a cover/title page or table of contents.
