The California Conciliation Service shall be requested to furnish. a list of Arbitrators who are knowledgeable in public elementary and secondary education. The Arbitrator shall be selected by alternately striking from the list until one name remains. The order of striking shall be determined by lot. The appointed member shall serve as the Arbitrator who shall consider only those issues, which have been properly processed through all prior applicable steps of this procedure.
