The Tribe as a Wholesaler. The Squaxin Island Tribe may act as its own wholesaler in compliance with Part V, Section (4)(c) of this Compact. When the Tribe, by itself or through a Tribal enterprise, manufactures and wholesales to the Tribal retailers, that wholesale activity does not require a memorandum of agreement under this subsection (4).
