Timing of Bonds Issued by City. The City shall consider issuing Bonds from time to time for the development for the Property as set forth in the SAP, provided that the City shall consider issuing the Bonds no later than when the appraised value of land and improvements within the Property, as determined by an independent 3rd party appraiser, is at least 2 times the total projected indebtedness of the PID as described in the SAP, provided that the City, in its sole discretion, may require the appraised value of land and improvements within the Property to be up to at least 3.25 times the total projected indebtedness of the PID prior to issuing the Bonds.
