Transfers to Vacant Positions. A. Within the Department/Agency: the employee who is to be laid off shall at the option of the Appointing Authority, have the opportunity to transfer laterally to a vacant fillable position, in a title other than their own in the same job grade, within the jurisdiction of his/her present Appointing Authority, for which he/she is determined to be qualified by the Appointing Authority.
