TRANSMITTAL OF CLASSIFIED DATA. In the event it becomes necessary to transmit classified matter by mail, the transmittal shall be made in accordance with the requirements of the Industrial Security Manual (DD 5220.22-M). Outer containers shall not disclose the classification or the name of classified matter contained within the envelope or package, even though the name itself may not be classified. Internal markings or internal packaging will clearly indicate the classification.
