Type of Grievance Covered. The parties agree that the prompt and just settlement of grievances is of mutual interest and concern and that the procedure set forth herein shall be the sole and exclusive method for settling grievances hereunder, section 59.21 of the Wisconsin Statutes notwithstanding. Only matters involving the interpretation, application or enforcement of the terms of this Agreement shall constitute a grievance under the provisions as set forth below. In applying this grievance procedure, any party may make reference to past practice and procedure, state law, federal law and local ordinances.
