UNION OFFICER RIGHTS. 22.1 The appropriate Director shall be informed by each Union comprising the Council of current appointments of Union Officers, Business Agents and Shop Stewards in each work area. 22.2 No Union or Council activity shall take place on Board property or at work sites during working hours without prior permission being granted in each case by the appropriate management representative for that work area and such permission shall not be arbitrarily withheld.
