Use of the CAISO Controlled Grid. Except as provided in Section 13, use of the CAISO Controlled Grid by the Participating TOs and other Market Participants shall be in accordance with the rates, terms, and conditions established in the CAISO Tariff and the Participating TO’s TO Tariff. Pursuant to Section 2 of the CAISO Tariff, transmission service shall be provided only to direct access and wholesale customers eligible under state and federal law.
