The written admission by the District that it is bankrupt, or the filing by the District of a voluntary petition under the Federal Bankruptcy Code, or the consent by the District to the appointment by a court of a receiver or trustee for all or a substantial portion of its property or business, or the making by the District of any arrangement with or for the benefit of its creditors involving an assignment to a trustee, receiver or similar fiduciary, regardless of how designated, of all or a substantial portion of the District’s property or business; and
