When an Observer/Monitor is NOT onboard. 6 If the Sector Vessel intends to fish West of the 70:15 in the area described in Section 5.04 of this 7 operation plan as the Inshore GOM, at any time during a trip, the vessel must declare BSA 1 only 8 and the Sector Vessel may not conduct any fishing activity outside of the area defined as BSA 1 9 for the entire trip. 11 If the vessel declares more than one Broad Stock Area on a trip, the vessel is prohibited from 12 conducting fishing activity West of the 70:15 in the area described in Section 5.04. as the Inshore 13 GOM.
